Computer Training For Judicial Officers

July 21, 2008: Information Technology (IT) is the language of 21st Century and without learning it, no progress and prosperity is now possible. Under the above vision, Ko-Ordination Group – KRG, initiated its journey on 20th July, 1999 of imparting quality Information & Communication Technology (ICT) Education & Training all across the country. KRG adopted the method of establishing and donating Computer Learning Centres both in rural and urban areas as since under the new definition of literacy, which says that a person belonging from any profession, be it Medical, Engineering, Law, Banking, Journalism etc can not be termed as literate, till he or she possess basic CIT knowledge and information. KRG did foresee the same element many years ago and started establishing state of the art computer learning centres in places such as Karachi Press Club, Sindh High Court Bar Association, Arts Council of Pakistan, Radio Pakistan – Karachi & Pakistan Association of Blinds and just recently in Pakistan Association of the Deaf to provide them the tool, which enhances and glitters their performances in order to enable them to serve the society in a more efficient manner.

“Justice Delayed is Justice Denied”. Delay in judicial cases is the most widespread problem of the people of Pakistan whose cases are running in our courts, the elementary reason for this delay is lack of computerized technology in our courts, because when we compare our judiciary system with other countries, we find out that lack of ICT infrastructure is the biggest hurdle between Justice & Justice seekers, in the light of above fact 4 years ago, on 7th October, 2004, KRG took a initiative on its own and established a computer institute, equipped with hi-tech PCs at Sindh High Court Bar Association, that was inaugurated by then Chief Justice Sindh High Court, Justice Syed Saeed Ashhad. This centre was aimed at facilitating and enhancing the performance of these people belonging from judicial field and ultimately to enable common men reach to justice timely and transparent.

In the same regard of endowing our judicial system with ICT awareness and
expediency, recently Punjab University of College of Information Technology (PUCIT) conducted a 3 week basic computer training programme for 100 judicial officers giving fundamental training of computer, hardware, web browsing, MS Office & internet to them, the objective of which was the same as KRG’s objective to progress and prospour through the tool of ICT. Indeed, steps such as like these would swifter the lengthy process of justice. Moreover web portal providing information of cases of lower, higher and supreme courts, plus reference cases, popular and current cases, should be established in order to create law and judicial awareness among general public that is so very important in this era of Information & Communication Technology. Indeed steps such as these would be enormously fruitful in improving our judicial procedures and structure and making whole judicial system transparent and ultimately to pass on its benefits towards people and same should be implemented in other professions as well to enhance their efficiency and effectiveness along with broadening people access to them.

RG hopes that more such steps in the same direction would be taken in coming days as well, which would not only lead to computerized and smooth judicial infrastructure and ultimately cut down the pending cases, but would also pour more transparency and effectiveness in the whole judiciary system and winning people’s trust and faith back.
